Why Governments Offer Train Service – Railway Infraestructure?

Why governments do it?
And at such amazing speeds: Japan and the Shinkansen, Europe and the Eurostar, Spain and AVE, Italy and TrenItalia, South Korea and Korail. And the funding for such High Speed Rail Networks comes from Government funds. Taxes go to HSR Networks.
Do governments spoil us?

I’ve always thought governments should offer us every kind of thinkable service, and at the best quality, but i never gave it a thought WHY. Why?
Economic Development? (Tokaido Shinkansen, Tokyo – Osaka)

This question i don’t agree with, because they ARE Obligated, but it just bugs me not to have an answer:
Are governments really obligated to give us such?

And of course, then we’ve got Amtrak with their 60 K/h speeds, and 450 bucks per ticket prices.
I think you guys (except for the first answerer) didn’t get me.
I wasn’t asking about the US Government, or the constitution.
I was asking, why governments do it if it’s merely convenient. Or is it?

I want to try to give you an example why governments in Europe are spending taxes on high speed railways. Quite simple as it is not possible to expand individual traffic because of the fact that Europe is overcrowded. Just imagine the most western states of the U.S. would be Wisconsin, Illinois, Kentucky, Tennessee, Alabama, and Florida and all U.S. citizens would have to live within these boundaries. That’s why Europeans living in western/central Europe which is about the same population than the United States but only has about 1/5 of the area available use public transportation instead of driving individually. A gallon of premium gasoline for example is about $ 8.50 in the European Union as an average. The tax raised on gasoline is used to develop and invent more convenient and accepted public transportation systems which are subsidized by the government. To tell you the truth, I prefer to live in an often called socialism country by the U.S media/government but I know that I will never by hungry or unsheltered in Germany..
